QUALIFICATION
Degree in a relevant engineering discipline (B.Sc./M.Sc./B.Eng.) and membership of internationally accepted applicable professional Institute. Experience (in Years):
- Minimum of 20 years of experience in design, specification, construction and general project management of oil and gas facilities, with a minimum of 5-10 years of experience as a construction/Project manager in large Oil and Gas projects (Experience with PDO/Shell preferred) .
A background in offshore Oil and Gas facility construction, in particular pipeline construction, Rig well Pad construction and brownfield experience are essential including power OHL construction and electrical equipment pre-commissioning.
Competencies/Skills
- Extensive working knowledge and familiarity with all aspects of contracts is use in the Oil & Gas industry
- Knowledge of all aspects of Civil/Mechanical/Electrical/Process Engineering.
- Ability to read and resolve technical aspects of project designs and construction documents.
- Should have proven risk management, Cost management, Conflict management and negotiation skills
- Good communication skills, both verbal and written.
Computer literate especially in MS words, MS Excel, MS Power point and Primavera P6.

JOB CONTENT (state in brief)Responsible and accountable to manage the execution of construction, commissioning, and handover of EPC projects. Responsible for the Site Coordination by focusing on construction management and execution of work related to their field. Hands on experience in managing HSE site activities. He/she shall report directly to the Contract Manager. Construction Site Coordinator(s) and Workface Planning Coordinator(s) shall report to the Project Manager/Construction Manager.
DUTIES & RESPONSIBILITIES
Strategic:
- Involved in project design, cost estimation and project execution phase by reviewing and giving recommendation
- Involve in the activity of deciding the budget, securing the project, planning and executing the projects towards successful completion with effective and efficient deployment of resources.
- Single point responsibility for the execution of Company Construction activities during the execution phase.
- Ensure that the project complies with the terms and conditions of project contract in all respects.
Financial
- Assist in review, recommendation and finalisation of Project MIS on monthly with Technical service manager (Planning Manager) and Contracts Manager.
- Has clear and logical approach to the negotiation of final accounts and is able to recover against all areas of the projects.
- Assist in review budgeted vs actual figures spent on a project and arrive at best estimates to predict future cost estimates required for that project.
- To exercising control over manpower, V&E and material resources in order to execute the project within budget, schedule, quality and HSE requirements.
Operational

- Single point responsibility for the execution of Company engineering projects during the execution phase.
- Ensure that HSE matters are given due consideration in project planning.
- Ensure projects are executed in line with Company / International / Shell standards and specifications.
- More than 2 Cluster to handle with multiple projects
- Multidiscipline (Mechanical, Electrical, Earth work, well pad construction, Instrumentation and Overhead line) construction to be handle Technically
- Actively pursue the evaluation and application of new technology in order to optimise future developments in terms of cost and operability.
- Supervise, advise and guide the discipline personnel to ensure that their work is of the required quality. Highlight issues that may arise in priorities, workload, competency, etc.
- To develop the construction plan for each project to achieve the specified project / construction specific deliverables.
- To exercise control over manpower and material resources in order to execute the project within budget, schedule, quality and HSE requirements.
- To exercise change control and variance control on each project/ construction work. To ensure the communication with, and involvement of, all interested construction personnel to each project/ construction work.
- To report progress on project/ construction work in a timely manner, highlighting issues which could impact on quality, cost, schedule and/or HSE matters.
- Oversee and manage all phases of project execution, including engineering, procurement, construction, and commissioning.
- Manage project budgets, forecasts, and cost control, ensuring financial goals are met and optimizing cost-efficiency.
- Coordinate and supervise multidisciplinary teams, including engineers, contractors, subcontractors and suppliers
- Conduct regular site inspections to assess progress, identify potential issues, ensure quality control, and verify compliance with safety plans and regulations.
- Maintain effective and transparent communication, providing regular updates on project progress, performance, challenges, and resolutions.
- Foster strong working relationships with all parties involved, resolving disputes and addressing concerns proactively.
- Prepare and present periodic reports on project status, financial performance (VOWD and MIS reports) , and key metrics to senior management and stakeholders
- Provide strong leadership and guidance to the project team, fostering a collaborative, high-performance, and safety-conscious work environment.
- Conduct feasibility studies and risk assessments, developing mitigation strategies
- Strong analytical, problem-solving, and decision-making abilities, with the capacity to act quickly and decisively under pressure.
- Financial acumen and experience with budget control, cost estimation, and revenue forecasting.
- Ability to manage multiple projects concurrently and prioritize tasks effectively.
- Adaptability and flexibility to navigate dynamic project environments and unforeseen challenges.
- To actively train and encourage the development of Omani personnel to fulfil different construction roles.

People Management
- Good interpersonal & communication skills. Shall be able to form smoothly interact and motivate a team within a matrix type organisation.
- Ensure subordinates are coordinated and work in a professional manner in accordance with terms and condition of the contracts.
- Provide timely assistance to senior management/Project team for query/problem resolution on all projects as and when required.
- Has good computer skills, has an excellent knowledge of the method of measurement and assists subordinates to apply it in an effective manner.
- Attend to all contractual correspondence in conjunction with the Technical Service Manager (Planning Manager) and Project manager.
- Liaising and providing contractual awareness to other disciplines.
Other Responsibilities
- To actively train and encourage the development of Omani personnel to fulfil different construction roles.
- Monitor the performance indicators like Bonus & Penalties.
- Review of Variation to Contract for all amendment & alteration to the Scope of work.
- Review & Submission for Yearly Manpower & Material Escalation.
- Discuss & resolve the contractual disputes with client.
- Review of construction KPI Reports.
- Review of LCC/SME Scope prior to the -inter bidding process.
