Job Description – Dy. Manager, Mechanical Estimation (Oil & Gas EPC)

Location: Muscat Head Office, Oman

Department: Strategy & Business Development / Proposals

Reporting To: Vice President(SBD)/ Proposal Manager

Position Summary

The Dy. Manager, Mechanical Estimator is responsible for preparing accurate and competitive mechanical cost estimates for Oil & Gas EPC projects and Petrochemical/Industrial projects, including process plants, offsites, and utilities. The role requires strong technical expertise, commercial awareness, and the ability to independently manage mechanical estimation scopes for complex EPC tenders.

Key Responsibilities

• Prepare detailed mechanical cost estimates for Oil & Gas EPC projects and Petrochemical/Industrial projects, covering process units, offsites, utilities, piping, static and rotating equipment.
• Develop winning strategy for tenders
• Develop BOQs, MTOs, and detailed cost build-ups based on FEED/IFC drawings, specifications, and tender documents.
• Carry out quantity take-offs from P&IDs, layouts, GA drawings, and isometrics.
• Coordinate with vendors and subcontractors for RFQs, evaluate quotations, and perform technical & commercial comparisons.
• Work closely with process, piping, civil, E&I, planning, and construction teams during tender preparation.
• Identify cost drivers, risks, opportunities, and value engineering proposals.
• Maintain and update mechanical cost databases, benchmarks, and productivity norms.
• Support post-award cost validation and handover to project execution teams when required.

Qualifications & Experience

• Bachelor’s Degree in Mechanical Engineering (mandatory).
• Minimum 11-15 years of experience in mechanical estimation for Oil & Gas EPC projects.
• Proven experience in process plants, offsites, utilities, and brownfield/greenfield projects.

GCC / Middle East project experience preferred
