MINIMUM QUALIFICATION, EXPERIENCE & SKILLS

  • University graduate in Mechanical Engineering, Electrical Engineering, Chemical Engineering, Fire Engineering, Safety Engineering, Physics or Mathematics.engineering discipline.
  • Shall have membership of an internationally accepted applicable professional Institute

Responsible for leading the Technical Safety Engineering Department, Defining the competence levels for DA-2 and DA-3 in their discipline, reviewing these annually aligned with PDO requirements /assessment.

DUTIES & RESPONSIBILITIES

 

Strategic

  • University graduate in Mechanical Engineering, Electrical Engineering, Chemical Engineering, Fire Engineering, Safety Engineering, Physics or Mathematics. Engineering discipline.
  • Minimum fifteen (15) years of experience in production or engineering of oil and gas facilities, including a minimum of ten (10) years of experience in Technical Safety Engineering. And intensive experience in FEED and detailed design as minimum.
  • Minimum of 8 years’ experience as discipline head.

Operational

  • Manage the Services aspects of the Contract including provision of Technical Safety Engineering Services in full accordance with Contract specifications.
  • Shall report directly to Engineering Manager / Technical Service Manager
  • Able to challenge/evaluate robustness/completeness of Technical safety part  in concept study, Execution phases of projects
  • Experience of: Physical Effects Modelling and Quantitative Risk Assessment. Experience with Shell FRED and SHEPHERD software is preferred.
  • Facilitating hazard workshops for Process Safety hazards. These may include HAZID, HAZOP, SIL classification, Bow-Ties, ALARP, SIMOP’s, and Facility Layout and Sitting.
  • Developing ALARP demonstrations for Process Safety risks and developing HSE Cases.
  • Knowledgeable of Sour Gas design and operations standards and guidelines.
  • Knowledgeable of Shell Standards and Guidelines.
  • Knowledgeable of Fire Protection standards and guidelines.
  • People Management

  • Strong leadership and communication skills, with the ability to effectively collaborate with cross-functional teams and stakeholders
  • Other Accountabilities

  • Provide guidance on the appropriate risk mitigation measures required for Process Safety
  • issues.
  • Manage safety engineering systems including fire / explosion protection systems, emergency facilities, and lifesaving equipment.
  • Disseminate knowledge and/or participation of industry/group led research or developments in the management of Process Safety hazards.
  • Contribute and update of relevant COMPANY and CONTRACTOR technical safety
  • engineering standards.
  • Provide guidance, development and lateral learning to other Technical Safety Engineers in
  • Contractor organization.
  • Lead and manage Technical Safety Engineering Contractor staff and specialist Sub-
  • Contractors, including work planning and prioritization, QA, and budgetary control.
  • Participate in Reviews and Audits in order to facilitate lateral learning and ensure gaps in the systems are addressed. Execute Accountabilities and Responsibilities identified in the Decision Control and Authorities Framework (DCAF) Matrix of Accountabilities and Responsibilities.
  • Shall be assigned with any other responsibility from time to time as per unit / project requirement within Office or Site office based.

Client of  Project in Oil & Gas Contractor  in Oman -PDO/OQ/OGC/Daleel/OXY

Consultant of Project /Oil & Gas Contractor in Oman -MEC/VEC/Worley Parson/Mott Mc Donald/Rock International etc

Experience (in Years):  

  • Minimum fifteen (15) years of experience in production or engineering of oil and gas facilities, including a minimum of ten (10) years of experience in Technical Safety Engineering. And intensive experience in FEED and detailed design as minimum.
  • Minimum of 8 years’ experience as discipline head.
  • Experience with PDO and/or Shell Group projects and standards (DEP/SPs) is strongly preferred.

Field experience in construction & commissioning strongly preferred

Competencies/Skills

  • Good spoken and written English and IT literacy.
  • Proficiency in SHELL FRED and SHEPHERD software tools
  • Knowledge of analysis software like CAESAR II.

Must have a valid DA-1 /DA-2 approval from SHELL/PDO which  is Mandatory
